Trace, I’m pretty sure pharmaceutical companies already enjoy immunity from liability for adverse vaccine reactions under the 1986 National Vaccine Injury Act (see https://stuartbramhall.wordpress.com/2020/07/13/the-law-that-makes-taxpayers-liable-for-all-vaccine-injuries/). I think AstraZeneca may have sought specific assurance over the COVID vaccine because it works totally different from other vaccines (instead of injecting people with weakened pathogens the COVID vaccine actually injects them with particles of DNA and/or RNA).
