The plan put forward by the administration of President Andrés Manuel López Obrador, often referred to by his initials as AMLO, calls for decriminalizing illegal drugs and transferring funding for combating the illicit substances to pay for treatment programs instead. It points to the failure of the decades-long international war on drugs, and calls for negotiating with the international community, and specifically the U.S., to ensure the new strategy’s success.
The only way: destroy the market by killing the price.

My feelings exactly, Administrator. We have a referendum here in New Zealand in Sept to decriminalize cannabis – and this is the main argument we’ve been using – the need to destroy the black market.

Many years ago, an American rode his horse through every state in the USA to raise awareness, that by following a ‘no reprisal’ on drug use, and instead follow a support programme to help drug users, would be the best way to tack the drug use problem. He did raise awareness, and his ideas were beginning to show some confidence in the project. Then he was absorbed in to the political scene where he sank without trace !
Hope that this new push can gain ground – it is sensible and really the only way to grab this nettle and pull it apart. Destroy the market – release the world from the jaws of drug cartels and corruption. Hope springs.

I understand Portugal decriminalized all drugs nearly 20 years ago, diverting funds previously used for law enforcement for treatment. The result has been a significant reduction in drug addiction, especially among young people.
