This is rather puzzling, since Charleston is home to the very elite. I have performed up and down the east coast, and Charleston is a very wealthy city.
But that was thirty plus years ago, so maybe the elite have all picked up and moved elsewhere?

It’s also possible they lost their money in the 2008 crash or that they’ve been using it to bribe the wrong politicians.

Let’s take a hunk oder west Texas scrub and make a Nuclear FEMA camps for crooked politicians,bankers and war profiteering maniacs like the Bush and Clinton dynasties and their minions and dump all fracking fluid waste sludge and nuclear -chemical weapons excreta there with the world’s worst criminals and lock them down .
