There have been vast numbers of innocent American tax-paying victims of police stealing their property under asset forfeiture law. In most cases, a victim’s only recourse is to spend tens of thousands of dollars (if they have it) to take local authorities to court.

All I can do for you is to show you recent evidence from our time.
Let’s begin an occasional series on the subject with asset forfeiture. Asset forfeiture was one of those tactics that Sir Thomas More warned against in the play, “A Man for All Seasons.” Cutting down a protective feature of law in order to better chase after devils exposes the innocent to injustice along with the guilty. The Most Revolutionary Act 
There is societal collapse occuring. To link it to cop shakedowns, is not at the heart of the problem.
Cop shakedowns of poor whites and blacks, in america have been institutionalized since the civil war. The roots probably go back to the slaveowning forefathers and white elitists.
Poor and racial profiling, have been occuring since europeans came to america in many ways.
Corrupted, parochial-police and court juristictions, administered, in the many rotten county and parishs have always been the case across the southern United States, post civil war.
The power structures have been instituted, as part of corrupt white, elite systems from the top down.
It goes from Corrupt crooks in state legislatures, to rich landowners, down to local and county levels in corrupt, Justice of the Peace, and Cop administrative levels.
Corrupt BOSS HOG parishes and county governments extend across the southern USA , of the post civil war southern states. The south has always had shakedown systems, to keep blacks in their place and or in prisons and, poor whites down. It has been going on for 150 years. Occurs in northern jurisdictions too. It is heavily institutionalized in the southern usa.
It is interesting that Roberts brings up Orlov, because Orlov, is one of the few people who is ojectively chronicaling the collapse of America from the standpoint of the collapse of the Soviet Union. Orlov observes the collapse of America as it relates to comprehensive analysis of the more important aspects of societal integrety ie political, sociological, psychological, economic, and cultural.
Orlovs analysis is based on his observations of the soft collapse of the Soviet Union.
I think Orlov missed a very important phenomena, and perhaps a key phenomena of breakdown in industrial societies. That is the biological aspects of toxin induced breakdowns in highly structured industrial-military-imperial societies.
Good examples of toxic biological breakdowns of established civilization, occured to indegenous populations in the USA, when new diseases were introduced to what we call america, by europeans . Diseases that wiped out whole civilizations very quickly. Civilizations like the aztecs and incas, with advanced networks of trade and agriculture.
Major societal breakdown and collapse, are occuring in the industial societies. It is evident, that the horendous chemical and radionuclide pollution of america, japan and europe are Central-Catalyzing factors, in the collapse. The seas are dying .
I believe economists and political scientists are looking mainly at symptom of breakdown. They are not looking at the important root causes, that could make the difference between recovery and annihilation.
Orlov documents very carefully the collapse of the soviet union but he does not focus on some especially glaring events, and cause-effect phenomena that occued before the collapse.
There was a major release of super-toxic, radionuclide poisons across europe and russia from chernobyl, that occured in 1986.
Chernobyl occured before and coinincidentally, with the collapse of the soviet union. It was a tipping point. Ukraine was partially ruined by chernobyl and continues its downward tragectory to imminant, complete collapse.
The massive increases in degenration of civil and polital structures, are probably symptoms of much more dangerous and insurmountable causes. Same for the terminal domestic international insanity, of the demented clown-puppets enabled by the sick, syphilituc plutocracies of industrial civilization on earth. The mental stability, of the rulers is now in accelerated decline. That will change too as the world changes and, more tipping points become apparent and catastrophic
